Summary:
Our Client, the State of Connecticut's Department of Emergency Services, has asked Hallmark to find them a Business Analyst to assist with requirements development and NFF Planning for the new Criminal History System. The MNI/CCH Master Name Index / Computerized Criminal History repository is a COBOL based legacy system. This is the state's repository for criminal history, providing detailed records for criminal activity.
In this role, you will develop a set of detailed business requirements and an RFP for the new MNI / CCH criminal history system that meets the NFF National Fingerprint File standards. This assignment is expected to last 3 - 4 months, plus a possible extension.

Responsibilities:
The first 90 days of this project will involve working internally with SPBI staff and criminal history systems staff to understand and map all existing processes:
Criminal history integral interfaces and maintenance programs
SPBI Workflow processes
1. Criminal History Maintenance
2. Triple I Maintenance
3. Applicant Processing
4. Payment Processing
Develop a comprehensive set of process recommendations that seek to eliminate paper and rely on electronic means accomplishing activities identified in the first 90 days
Develop a complete set of requirements for the MNI/CCH system
Develop a plan for full NFF National Fingerprint File participation including a GAP analysis of existing vs. required capabilities for NFF standard compliance.
Develop RFP to begin the procurement process for the replacement of Connecticut's criminal history system.

Document existing map of all processes
Document current procedures for all workflows
Full requirements document
RFP Request for Proposal
Other documentation to be defined
EXPERIENCE AND SKILLS REQUIRED:
5
years of experience as a business analyst, including gathering requirements and writing functional requirements/specifications
Ability to plan and facilitate requirements gathering sessions
Business process analysis, mapping, and documentation skills
Strong written and verbal communication skills
Database experience
System documentation experience
Project Management skills are preferred
